The warden is not even trying to fix anything. He just spins anyone who has an issue until it is too late to file an administrative remedy, then says that they waited too long in his BP-9 response. I have seen this especially with complaints related to FSA time credits. staff are deliberately preventing people from “cashing in” any of their FSA credits, especially the Latino population, I’ve had two Puerto Ricans come to me complaining that the BOP has falsely said they have a final order of removal,

I helped one guy file a 2241 for his FSA time credits when the “FTC” projection date was first placed in his paperwork in September. The prison was given 21 days to tell the court why the writ should not be granted..Last night, he was called into his case manager’s office, who was on the phone with the US Attorney’s Office (the lawyer assigned to the case, I presume). The case manager told him that if he would drop his petition, he would give him a new halfway house date of March 5, 2025. But thee guy was supposed to be in an RRC (by the BOP’s own paperwork) on Sept. 19!
