FCI Cumberland was locked down from Oct. 3 until Oct. 8 (partially) and Oct. 9 (fully). From what I understand, SIS raided someone’ cell at 4 or 5 a.m., when they the person was sleeping. When they physically attacked the inmate in his bed, the inmate started swinging at the SIS agent involved. So, of course, the entire facility was placed on a 24-hour-a-day lockdown to show the inmate population that they won’t tolerate staff assaults. The fact that this wasn’t actually a staff assault, it was an assault committed by staff, and that no one could have done anything to prevent it, didn’t matter. They can’t accept responsibility for their own wrongdoing, so they blame everyone else.
