Free phone calls are being tied to being on a program waiting list. But it’s not so easy to get on. Some program lists are full because too many people want to sign up. Other times, staff come out to sign people up but you only get on if you pay them. Then there are the classes that only have, like, 20 slots. Willingness is the biggest issue with the BOP.
