The new program statement clearly establishes that lockdowns are supposed to be initiated by events or incidents, not routine things that are pre-planned. We were locked down for part of three days last month so that the staff could have a picnic. Was that reported on the required form? If so, I’d love to see the cited reason for the lockdown.
Same with July 4. We were given bag lunches (with expired food) so that means it was pre-planned. Why are we locked down and subjected to double-cell solitary because they can’t schedule their staff properly?
In addition, under the new policy’s health and welfare section, it says: “During lockdowns and modified operations when general population inmates are secured in their cells, housing unit officers MUST observe EACH INMATE ONCE PER HOUR, not to exceed 60 minutes in between rounds, and the rounds MUST be documented electronically in the TruScope program.” But that NEVER happens. They don’t have the staff to do that, which is why they should not be closing the doors. Someone could easily die or be in medical distress and they would never know until they open the doors. We have had that happen here several times.
Staff have had 60 days to read the program statement and nothing has changed. They are in constant violation because they intentionally mis-manage their staffing.
