When I first came to FCI Cumberland, there were serious crimes being committed against prisoners in the SHU. The staff there routinely fabricated incident reports and then used them as an excuse to do everything from deprive them of clothing to putting them in four-point restraints to physically assaulting them.
This conduct has moderated somewhat, but last time I was there the officers routinely threatened prisoners, using everything from pepper spray and pepper ball guns to their fists on prisoners. They are just a bit more selective now.
