I am appealing the denial of a Bivens motion and placed my paperwork in the mail on 3/10/24. The following day, it was returned without explanation at mail call. I asked the staff member passing out the mail why it was returned and he said he didn't know; it was just in the mailbag. So, I placed it back in the mail. The next day, my packet was again returned at mail call without explanation. I asked the staff member supervising the unit to place it in the OUTGOING mail bag, and he did. On 3/13, it was returned again, this time stamped: "Does not qualify for special handling." I only got it out in time by giving it to another inmate who was going home.
