A prisoner tried to check in by telling a CO that he feared for his life, The unit officer told him he couldn't check in without getting beaten up, then told a few other prisoners to "whip him." The shift lietenant then sent him back to his pod. Not even a minute after he walked back in, he was jumped. This is a recurring issue.
