The warden here is either unaware of or is allowing the officers operating commissary to charge inmates books of stamps to purchase certain hot items from the commissary, on top of the listed price. The officers running the commissary are also intentionally making items available to some prisoners and housing units, This conduct is creating a dangerous environment, due to the division it causes among AICs.
